To actively build China into a great modern socialist country in all respects and advance the great rejuvenation of the Chinese nation on all fronts through Chinese Modernization.advance the in-depth implementation of the strategy of developing a quality workforce in the new era, and facilitate the healthy development of Chinese overseas students’ careers, the Western Returned Scholars Association (Overseas-educated Scholars Association of China) spearheaded the establishment of the China Overseas-Educated Scholars Development Foundation (COSDF) in 2007 at the Great Hall of the People in Beijing, following approval by the State Council.

The COSDF is an international public-raising foundation. It was registered at the Ministry of Civil Affairs and under the administration of the United Front Work Department of CPC Central Committee. The daily work of COSDF is guided by the Leading Party Group of Western Returned Scholars Association.

The missions of COSDF are: To strive for financial donations from enterprises, organizations and individuals, both domestically and abroad. To organize donation activities and collect donations so as to promote the healthy development of overseas-educated personnel’s careers. To assist government departments in developing and using human resources and talent market in China and overseas, and actively encourage Chinese overseas educated scholars to return and serve their country. To serve as a bridge between overseas students and the government. To support Chinese overseas-educated talents to start up their own business, contribute to the fulfillment of the strategy of reinvigorating China through human resource development in the new era. To comply with the constitutions, laws, regulations and other relevant provisions of the state, practice core socialist values, promote patriotic spirit, observe social ethics, and consciously strengthen integrity and self-discipline.

Mr. Cao Weizhou, member of the Standing Committee and vice secretary-general of the 12th National People’s Congress, vice chairman and member of the Foreign Affairs Committee of the National People’s Congress, is assigned as director-general of COSDF. Mr. Li Min, secretary of the Leading Party Members' Group and secretary-general of the Western Returned Scholars Association, is assigned as chairman of board of supervisors of COSDF. Mr. Zhuang Liang, a member of the Leading Party Members' Group of the Western Returned Scholars Association, is assigned as deputy director-general and secretary-general of COSDF.

The Business scope of COSDF:
1. Provide financial support and services in many ways for overseas students to return to China to start their own businesses and serve their motherland.
2. Encourage and support overseas-educated scholars to serve the development of poverty-stricken areas in China.
3. Attract and recommend overseas-educated scholars to work for domestic enterprises, institutions, organizations and related departments.
4. Strengthen exchanges and cooperation with overseas students, groups of overseas students and international non-profit organizations
5. Use domestic and overseas resources to promote the training and exchange of talents needed in China in many ways.
6. To carry out activities consistent with the objectives of the Foundation.
