In early August, 2016, we successfully convened the 9th session of the 2nd director conference of the China Overseas-Educated Scholars Development Foundation where Cao Weizhou was elected as the new general director. In order to know the foundation and its people, General Director Cao Weizhou visited some of the subsidiary institutions for investigation.
On the afternoon of August 8, a delegation led by Cao Weizhou paid a visit to the China Overseas-Educated Scholars Development Foundation the Institute of Talents Science.
Executive vice president of the Institute of Talents Science and former executive deputy secretary of the State Ethnic Affairs Committee Party Committee Jin Xinghua expressed the sincere welcome to the delegation. Secretary General Yue Wenhou made a report in details on proposals given by the think tank, subject research, base construction, personnel propaganda and education on business of the Institute of Talents Science. He said the institute, based on the conception of “attract and use the intelligent from all over the world”, will explore to form an internationally competitive talent mechanism and accomplish business construction on talents research results. Deputy Secretary General Li Jialin made a report on the results the institute had achieved and suggestions for further development on the subject research, and the following work on the subjects of strengthening the country through talents and regional economic development. Director Li Haitang explained the construction works of the capital international talents port and the works on how to create an ecological chain for the development of the talents port. Director Xu Heping and Ouyang Jin stated that the China Overseas-Educated Scholars Development Foundation, through its comprehensive executive power on its platform, personnel, and projects, took an active part in carrying out the national strategy of strengthen the country through talents. Deputy Director General Wang Fenglian said that China Development Bank would continue to concern with and be engaged in the talent works of the institute.
Cao Weizhou extended full affirmation to the Institute of Talents Science of its works. He stated that the institute, based on the distinct characteristics and great achievements it had made, draw a rapid development, kept close to its mission and helped to carry out the national overall development strategies, such as rejuvenating the country through science and education, strengthening the country through talents and innovation-driven development. Cao Weizhou expressed his wishes on 3 aspects. Firstly, the China Overseas-Educated Scholars Development Foundation the Institute of Talents Science, as a high-end research institution, should make itself steadily rooted in the field of talents research on the top level. Secondly, besides gathering and researching talents, we should also serve for the talents, thus serving the national overall development strategies. Thirdly, we should make a plan on application of all sources, take advantages of the institute itself, and promote the industrial development of the results on talents research.
On the morning of August 26, Cao Weizhou came to the China Overseas-Educated Scholars Development Foundation the Overseas-Educated Scholars Service Center for investigation.
Director of the China Overseas-Educated Scholars Development Foundation the Overseas-Educated Scholars Service Center Zhang Li introduced the general condition of the center from benchmark of the overseas talent pool, services introduction, scale development and policy support. Deputy Director Wu Hongyan made a detailed introduction on its two core works-the construction and operation of overseas talent pool and collecting and disposing talent data from the whole society, and represented the achievement they had made.
Hearing the reports, Director General Cao Weizhou fully affirmed the works of the center. He said that the Overseas-Educated Scholars Service Center, managed with standards, well targeted at its directions and equipped with precise option and operation, has a significant and potential project to establish the overseas talent pool as its core task and that the establishment of the standard system of the overseas talent pool and software development for its service and operation had filled the void of this field in China. In the future, he said, he hopes that the center takes all its efforts to persistently promote the strategy of strengthening the country through talents and reach the final goals, thus stepping on the rights path, drawing achievements and making contributions in time.
On the morning of Sep. 7, Cao Weizhou arrived at the China Overseas-Educated Scholars Development Foundation the International Technology Transfer Center and China Overseas-Educated Scholars Development Foundation the Light Entrepreneurship Promotion Center for investigation.
Director Ma Yue made a report on the establishing background, established features, project library and operation direction of the International Technology Transfer Center. Then he explained in detail the works of Light Entrepreneurship Promotion Center on light entrepreneurship conception, classification of light entrepreneurship projects, five plans of light entrepreneurship, construction of light entrepreneurship ecosphere and promotion of light entrepreneurship industry. After hearing the reports, Cao Weizhou asked if they met any difficulties while accomplishing these works. He said he hoped the two centers take advantages of the foundation to connect with other offices and promote the tasks at hand.
On the morning of Sep. 9, the delegation investigated the China Overseas-Educated Scholars Development Foundation the special Fund on Life Science Research.
Secretary General Ji Ye introduced construction of the institutional functions, framework, life science research and experts group of the special fund. He also reported the project development of targeted poverty alleviation by science and technology, difficulties overcoming and results transferring and internationalization. Director Fu Xinchen presented in detail the work of party building and plans of the future works of the special fund.
After hearing the report, Cao Weizhou made consultation on the implementation of some specific projects and the validity of results transferring. He fully affirmed the plans of the future works of the special fund and hoped it well plays its part to connect with other platforms and takes advantage of the model and pioneer role of the Party, laying a powerful political protection for the operation of the special fund.
Secretary General Zhuang Liang, Deputy Secretary General Liu Wei and head of the Foreign Affairs Bureau of NPC Lu Yongjie accompanied him and took a part in the investigation.
