On October 20, 2016, the China Overseas-Educated Scholars Development Foundation, Trinity Western University in Canada and Representative of China Democratic National Construction Association in Fengxian District of Shanghai and Youni Yousi (Beijing) International Cultural Exchange Co., Ltd.held a signing ceremony of cooperation and donation. General Director Cao Weizhou and Secretary General Zhuang Liang of the China Overseas-Educated Scholars Development Foundation attended the event. It was chaired by Deputy secretary General Liu Wei.
 
General Director Cao Weizhou received Wang Zhengyi and other representatives of the China Democratic National Construction Association Fengxian District Committee of Shanghai, vice chancellor of Trinity Western University Philip Gordon Laird and president of Youni Yousi (Beijing) International Cultural Exchange Co., Ltd. Gao Menglu by warm greetings.
 
In the meeting, director of the China Overseas-Educated Scholars Development Foundation the Xu Special Fund for Returnees Li Mingxing, representative of the  China Democratic National Construction Association Fengxian District Committee of Shanghai Wang Zhengyi and vice chancellor of Trinity Western University Philip Gordon Laird in their speeches stressed the importance of the returnees and their recognition and support of the Sunflower 555 Personnel Program conducted by the Xu Special Fund for Returnees.  
 
The Sunflower 555 Personnel Program is the core public welfare project and a ladder personnel selection program  of the Xu Special Fund for Returnees serving the nation in carrying out the strategy the national reserve of talents. The program plans t select excellent students from the high school graduates at the rate of 5% annually around the country and sponsor them in scholarship to for bachelor study at home and abroad; from the undergraduates at the same rate and sponsor them in scholarship for the master study; and from the master graduates at the same rate and sponsor in scholarship for the doctor study. Those who get the master and doctor degree will enlist in the talent pool of the foundation and become the high-end reserved talents who will be delivered to the Party and government organization or enterprises and institutions. The Sunflower 555 Personnel Program and its service programs, such as pre-training, micro study tours, base of social work and other public welfare projects, has obtained support and approval from people around the world.
 
General Director Cao Weizhou said that the success we made from opening-up in the past 30 years can’t be separated from the international talents and technology. China should develop at an international perspective.  The foundation, adhering to the principle of “Enhance communication through close contact and explore rules by summarizing experience”, will work with people from all circles to advance the cooperation and development of international talents program.
 
The meeting came to an end with a donation and cooperation agreement signed between General Director Cao Weizhou, Director Li Mingxing, and Li Gang chairman of Shanghai Haoxiong Office Equipment Co., Ltd., one of the representatives of China Democratic National Construction Association in Shanghai Fengxian District; a MOU signed between Director Li Mingxing, Philip Gordon Laird, and president of Trinity Western University; and a strategic cooperation agreement signed between General Director Cao Weizhou and Ms. Gao Menglu.
 
The event was also attended by chief of NPC Foreign Affairs Bureau Lu Yongjie, director of China Democratic National Construction Association Youth Committee in Shanghai Fengxian District Wang Ying,  chairman of the board of Shanghai Sukun Logistics Co., Ltd. Guo Tingwei, head of the International Education School of Trinity Western University Richard Alfred Bradshaw and his wife Phyllis Irwin Bradshaw, and chief adviser of the Works in North America of Hebei Hengfu Investment Co., Ltd. Li Yinghua.
